How far is your execution from your decisions?

A governance maturity assessment for energy developers, IPPs and infrastructure development organizations.

Growth puts distance between execution and decision-making. In about five minutes, measure where information gets delayed, summarized or lost between the field and the board — and get a scored map of your operating model, a practical next step for each part of it, and what to check before expanding AI use.

    What you get

A scored map of your operating model

    Your Distance Index

One number from 0 to 100 — and the band it puts you in, from Connected to Remote.

    A maturity level per dimension

Six dimensions, each placed on the five-level scale from Heroic to Anticipatory, with what your answers indicate in practice and why it matters.

    A first move per dimension

A practical, tool-agnostic step matched to your level that you can start this month — whether or not you ever use Navorda.

    The AI magnifier

AI does not close the distance; it magnifies whatever operating model it reads. Your AI ambition placed against your distance, and what to check before expanding AI use.

    A report you can share

Print it, send the link to your CFO or country heads, or request a 30-minute results review with a Navorda expert.

    Six dimensions, two directions

Reality travels upstream. Decisions and accountability travel downstream.

Information climbs Field → Department → Project → Portfolio → Country → Management. The assessment measures how well it survives the climb — and how well decisions make it back down.

    Upstream

Does current project information reach decision-makers?

    • Source of truth

Do all levels of the organization work from one governed record — one project list, one identity per project and SPV, consistent values?

    • Time to report

How long does it take from a management question to a trusted answer? How is the board or investor pack produced?

    • Early warning

How early does leadership learn that reality has changed — drift against baseline, permit deviations, risks?

    Downstream

Do decisions reach the people responsible for acting?

    • Ownership

When something needs attention, how fast is a named owner found? Do decisions reach the people expected to execute them?

    • Traceability

Can the organization say when a value changed, who changed it and why — and what the portfolio looked like on a given date?

    • Follow-through

Do baselines, mitigation actions and contractual obligations stay connected to the projects that must fulfil them?

    How it is scored

Five levels per dimension. One Distance Index.

Every answer describes a way of operating, from most distance to least. Your six dimension levels roll up into a Distance Index from 0 (connected) to 100 (remote).

    1. Level 1

      Heroic

The operating model runs on individual memory and effort.

    2. Level 2

      Documented

Information is recorded, but scattered — and assembled by hand.

    3. Level 3

      Structured

Shared trackers and a defined cadence; the picture still lags reality.

    4. Level 4

      Governed

One governed record, explicit owners, drift visible while there is time to act.

    5. Level 5

      Anticipatory

Exceptions surface themselves. The organization knows — not just someone.

    The destination

What stronger portfolio control looks like

    • Project status is reconstructed manually before every meeting.
Project status is continuously available and traceable.
    • Land, permits, risks and milestones live in separate tools.
Every domain connects into one operating model.
    • Leadership sees delay when it reaches the report.
Teams see drift while there is still time to act.
    • Risk is qualitative and scattered across teams.
Risk is quantified in days, euros and mitigation impact.
    • Board reporting needs copy-paste and interpretation.
Investor-ready data comes from the live operational source.
    • The cost of doing nothing never appears in any budget line.
Delay and risk exposure are numbers the investment committee can weigh.

    Common questions

    How is the assessment scored?
Nineteen questions in all. Four place your organization — where you sit in the chain, organization type, active projects, countries — and are not scored. Twelve scored questions cover six dimensions of your operating model — three upstream (source of truth, time to report, early warning) and three downstream (ownership, traceability, follow-through), two questions each. Each answer maps to a maturity level from 1 to 5. Your dimension level is the average of its two answers, and a half-level counts as the lower level: a dimension is only as governed as its weaker practice. Your Distance Index converts the overall average into a 0–100 scale where 0 means execution and decision-making are fully connected. The last three questions, on AI, form a separate lens and do not change the Distance Index.
What does the AI lens measure?
AI does not close the distance; it magnifies whatever operating model it reads. One question places your AI ambition, from not on the agenda to agents watching the portfolio. Two measure the context AI would actually read: what it would find if you pointed it at your portfolio tomorrow, and who stands behind an AI answer. The report places your ambition against your Distance Index in one of four positions — Magnified distance, Groundwork first, Compounding, Untapped — names the areas to review first, and recommends what to check before expanding AI use based on your context answers.
    What happens to my answers?
Your answers and contact details are sent to CabSan Solutions so we can follow up on your results. The shareable results link contains only your answers, never your contact details. We do not publish individual results; once enough organizations have taken the assessment we may publish aggregated, anonymised patterns.
Do I need to give my details?
Not to see your headline result. After the last question you see your Distance Index and its band straight away. The full report — your level on each of the six dimensions, where to start, the upstream and downstream scores, a first move per dimension and the AI magnifier — opens once we know who it is for: name, position, company and work email are required; phone is optional. Joining the mailing list is a separate, optional choice.
    What comes after the report?
Whatever you decide. The report ends with the option to request a 30-minute results review with a Navorda expert: we review your lowest-scoring areas, discuss how they affect your portfolio and agree one practical next step. Once you have sent the request, you can also choose a time directly in our calendar.
